Dont worry. Most (if not all) of those perks will be removed in "competitive" play.

Perks, ranks and all the similar stuff are made for casual gamers to make it more interesting and to keep them playing longer.
Pure business.....
Competitive gamers will again as usual depend on good guys to develop decent competitive mod which will disable 99.8 % of fancy stuff and make game competitive.

I can also confirm Treyarch contacted me back about what I have done in Promod, and what features are needed in competitive gaming (such as the ability to disable any weapon, ready up mode) and so on
I sent them a lot of feedback, ranging from ingame little details to the scripting language.
Im waiting on their reply, but maybe they do care about the multiplayer after all ^^
